The Imperative of Inclusiveness in Advancing Gender Liberation in Nepal: Reassessing Women’s Rights and Equality

Abstract Inclusiveness, defined as equitable access, recognition, and participation of all citizens irrespective of gender, caste, ethnicity, or social status, is central to democratic governance and social transformation. In Nepal, the discourse on inclusiveness surfaced prominently after the political transition of 2007 B.S., gaining institutional weight following the 2063/64 political change. Gender inclusiveness, in particular, remains critical for advancing women’s rights, gender justice, and broader gender liberation. This study employs a qualitative, doctrinal approach combined with critical discourse analysis. The research synthesizes theoretical frameworks with factual evidence from Nepal’s inclusive policies, constitutional provisions, and legal reforms to evaluate their impact on substantive equality. The analysis reveals that inclusiveness has contributed positively to enhancing representation, empowerment, and participation of marginalized groups, particularly women, over the last decade. However, its implementation remains uneven, with persistent gaps in practical application, systemic planning, and target-oriented strategies. Inclusiveness is often undermined by structural inequalities, political instability, and insufficient institutional mechanisms, limiting its transformative potential. Strengthening inclusiveness is imperative for sustaining Nepal’s democratic transition, institutionalizing gender justice, and advancing gender liberation. A systematic, context-sensitive, and target-driven approach is required to transform inclusiveness from a normative ideal into a functional reality, thereby ensuring equality, ownership, and sustainable social change.
