Abstract | The urban growth of Annaba has been marked by poorly managed expansion, driven by accelerated urbanization as well as demographic and political pressures. This process has placed significant strain on land housing. In response, several public housing programs were implemented to address the needs of different social groups. This study focuses on Sidi Salem, a peripheral neighborhood, and highlights the shortcomings of public housing policies in suburban areas, along with their social and spatial consequences. The research applies the territorial diagnosis method to analyze local dynamics and challenges, emphasizing the gap between national policy objectives and their local implementation. |
