| Abstract | The rapid adoption of cloud computing has transformed organizational operations by offering scalability, flexibility, and cost efficiency. However, it has also introduced complex challenges related to data security, privacy, and regulatory compliance. This conceptual paper proposes a comprehensive roadmap for organizations to navigate the intricate landscape of cloud security and compliance. The paper synthesizes existing frameworks, standards, and best practices to develop an integrated model that aligns technical safeguards with governance and risk management strategies. It highlights the role of shared responsibility models, encryption mechanisms, identity and access management (IAM), data sovereignty, and continuous monitoring in mitigating cyber risks. Furthermore, the paper emphasizes the importance of compliance with global regulatory frameworks such as GDPR, HIPAA, and ISO/IEC 27017, while addressing the specific needs of small and medium enterprises (SMEs) in resource-constrained environments. The proposed conceptual roadmap provides a strategic guide for organizations to achieve cloud resilience through a balance of technological, procedural, and policy-driven controls. Ultimately, this study contributes to the growing discourse on secure cloud transformation by linking compliance assurance with sustainable digital trust. |
