Abstract Digital Record and Document Management (DRDM) systems play a critical role in modern administrative environments by enabling structured governance, enhancing transparency, and ensuring regulatory compliance. Despite widespread adoption, empirical evidence quantifying their governance-related benefits remains limited. This study empirically examines the effectiveness of DRDM practices in strengthening office governance and evaluates how improved governance contributes to enhanced transparency and regulatory compliance. Using a quantitative, explanatory research design, the findings reveal that effective digital record management significantly improves governance quality, which in turn positively influences transparency and compliance outcomes. The study provides result-oriented insights for policymakers and administrators seeking evidence-based justification for digital governance initiatives.
