History, Administration, and Governance of Yanam Municipality (1973–2025)

Abstract The Yanam Municipality, a unique urban local body within the Union Territory of Puducherry, has evolved from a French colonial administrative entity into a modern municipal institution under the Pondicherry Municipalities Act, 1973. This comprehensive study examines the historical genesis, legal framework, administrative structure, functions, staffing patterns, and governance evolution of Yanam Municipality from its formalization in 1974 to 2025. Through integration of archival records, government documentation, census data, municipal records, and administrative reports, this paper delineates the geographical extent, the six revenue villages under municipal jurisdiction, the ten municipal wards, the hierarchical administrative framework (Chairman, Vice Chairman, and Municipal Commissioner), and the complete chronology of municipal leadership. The research further analyses the municipality's role in local urban self-governance, its fiscal autonomy under the Puducherry administrative system, and the impact of its enclave status on municipal service delivery and institutional development. By synthesizing historical documentation with contemporary administrative data, this study contributes to scholarly understanding of urban local governance in India's Union Territories and the distinctive operational dynamics of small urban municipalities within discontinuous territorial jurisdictions.
